That wind sounds terrible! Here in California it is super cold. It's usually about 45F (7.2C) now and it's 23F (5C). I think cell phones for young kids is a mixed bag but could be a good thing. They can call you if they get lost or have an emergency. If they were kidnapped or seperated from you at the mall, it would give them some sort of lifeline.
